1. Technical University of Munich, Germany
The Technical University Munich (TUM) is offering a variety of studies in engineering, natural sciences, medical sciences and economics. TUM covers a fundamental and applied research. 3. State of Washington Universities
The state of Washington universities have a list of the tuition-free universities in the USA which is available for international students. Both the University of Washington and Washington State University offers need-based programs which are put in place to pay full-tuition expenses.
These programs are available to in-state residents who meet the requirements of the StateNeed Grant or Pell Grant. Special scholarships can also be given to out-of-state students who need help completing and covering the cost of tuition.
4. City University of New York (CUuNY)
The City University of New York is the public university of th New York City. It is one of the most extensive urban university system in the United States. City University of New York was founded in 1961, in CUNY there are about 24 campuses: seven community colleges, eleven senior colleges, undergraduate honours college and seven postgraduate institutions.
The City University of New York is offering full-tuition scholarships to students who join their Teacher Academy. Every student who apply is eligible. As a plus benefit, students are also given a full-time teaching position at a New York school after graduation.
5. Freie Universitaet Berlin, Germany

With the exception of some graduate or postgraduate programs, the Freie Universität Berlin is tuition free tuition, although students are responsible for paying certain fees and semester fees.

Averagely you should spend a minimum of 600 to 700 Euro (rental fees, grocery, miscellaneous etc.). And to obtain an entry visa or residence permit for the purpose of study, you must have to present proof that this monthly amount can be paid, regardless of having any job.
6. Humboldt-Universität zu Berlin, Germany
It was founded in Berlin in 1810, also known as the Mother of all modern universities”There are NO tuition fees at Humboldt Universität zu Berlin! Neither for German nor EU students, nor for foreign students from other countries. However, the sum amount of € 307.09 will have to be paid in the summer semester and(€ 257.09 for exchange students) has to be paid.

HU gives a number of scholarships to international students through several organisations and noble individuals.
Cost of Living:
The cost of living is averagely €500-700 per month (based off on the maximum BaföG-grant for German students of € 670). When Applying for a visa present proof of financial resources must be given at the German diplomatic representation abroad or for a residence permit at the Foreigners’ Registration Office (Ausländerbehörde) in Berlin.
7. University of Oslo Norway
The University of Oslo is Norway was founded in 1811 and is one of the largest and oldest institution of higher education which was when Norway was still under Danish rule. Recently, the University of Oslo has over 30,000 students and 4,700 employees.
This public university funded by the government is tuition free since the University of Oslo is a state university. Although students must pay a semester registration fee of NOK 550 (approx. 70 euro).
Available Scholarships:
No scholarships are available for students on bachelor’s degree programmes but the University offers a variety of scholarships for PhD/Postdoctoral research programs. Also, scholarships for Masters are available under programmes such as Nordplus and the EEA Grants/Norway Grants programme and Nordplus.
Cost of Living:
Students need averagely the sum of NOK 3000/USD 625 for the summer. Books and course supplies, personal expenses (such as transportation, spending money etc.) are excluded from the fees.
8. Aalto University, Finland
The Aalto University’s aims at building a better and stronger Finland. Here . The University was established in 2010 through the coming together of three renowned universities in the Helsinki metropolitan area in Finland. Aalto University is concerned with learning in practice and cross-disciplinary projects. Students of the university are encouraged and supported to excel both in their studies and their future careers. Most of them already have work experience by the time they graduate.
Tuition fees was introduced for non-EU/EEA students in Finland since August 2017. Even these are reasonably low. You can get a degree for as low as $600.

Aalto University only offers Masters degree scholarships to international students.
Cost of Living:
The students living expenses is approximately EUR 800 per month excluding other study related costs which is from their own financial resources.
9. RWTH Aachen University, Germany
RWTH Aachen University is one of the largest university of technology in Germany and amoungst the most renowned in Europe. Yearly, various international students including scientist come to the university to benefit from its exceptional courses and superb facilities, which are highly recognised at an international level.
RWTH Aachen University is at the process of becoming an integrated, interdisciplinary technical university. With over 250 institutes in nine faculties, the university is amoungst the leading European scientific and research institutions.
There are no tuition fees at RWTH Aachen University and this applicable for both international students as well! Although all students are subjected to a student body and social contribution fee of €239.75 Semester Fee.

10. Webb Institute
The Webb Institute is located in Glen Clove, NewYork on Long Island and it is a private undergraduate engineering school. Students that graduate of the Webb Institute obtains a degree in Naval Architecture and Marine Engineering. Enrollment and admission into Webb Institute receive full tuition for four years.

11. U.S. Academies
The US Academies is amongst the tuition-free universities in the USA. There are five United States Academies. They are U.S. Military Academy, U.S. Air Force Academy, U.S. Naval Academy, the U.S Merchant Academy and the U.S. Coast Guard Academy.
Enrollment into any of these U.S. academies get full tuition-free. Additionally, they receive a monthly allowance which substites for service.
Applicants are required to pass a physical fitness test and meet other criteria and requirements.
